In addition to the number of residents, other factors and specific characteristics of districts are taken into account. In addition, almost 20% of housing there is bought by foreigners.
Disputes continue over several districts that were not included in the list, like Cizre; residents of Cizre are now actively defending their right to «stand out» as an independent province.
