The long-awaited news for those who are looking at buying a home in Turkey: a map of open and closed areas has finally been created (those where it is possible or impossible to obtain a residence permit by right of ownership of real estate (TAPU)).
Recall that since 2022, a number of districts have been closed for obtaining a residence permit for renting and buying housing: in the summer there were 1,169 of it, but the list is regularly reviewed. Just the other day, eight more districts of Istanbul were added there.
Now it is possible to buy housing in closed areas, but it is impossible to get a tourist residence permit for rent; for those who have purchased an apartment or a house, it is theoretically possible to get a residence permit, but only a tourist one. It means that it will not be possible to apply for citizenship after 5 years of residence in Turkey (as when obtaining a residence permit by TAPU).
However, the authorities recently announced that if the buyer managed to make a deal before July 1, 2022, then he can still get a residence permit for TAPU even in the now closed areas. Those who bought residential real estate and received a residence permit earlier - that is, extending the document. This restriction also does not apply: it does not matter whether the area is open or closed.
Those who are just planning to purchase real estate need to think about the goal: if you buy an apartment or a holiday home (up to 90 days during each half-year), for investment or short-term rental - the choice of the area does not matter. If you plan to get a residence permit for TAPU and citizenship, then you need to choose open areas.

We also refute the widespread rumors that Alanya, beloved by Russian and not only investors, is almost completely closed for obtaining a residence permit by TAPU: at the moment, restrictions apply only to four districts out of almost a dozen large ones - these are Kargicak, Avsallar, Kestel and Mahmutlar.
